Development of an Environmental Risk Mitigation and Monitoring Plan

Centre for Health Solutions – Kenya (CHS) in partnership with the Ministry of Health’s National Tuberculosis, Leprosy and Lung Disease Unit (NTLD – Unit) and other partners is implementing Tuberculosis Accelerated Response and Care (TB ARC); a 5-year activity funded by USAID to reduce the burden of TB in Kenya. The activity will be implemented on the premise that the associated occupational and environmental risks are minimized to meet national and international standards.

Scope of Work

The main objective of this consultancy is to identify environmental impacts posed by TB ARC and recommend adequate safeguards that will mitigate the occupational and environmental risks; especially from the activity’s diagnostics component.

The consultant is therefore expected to work with the NTLD – Unit to analyse the current Initial Environmental Examination (IEE) status and develop a version that will ensure environmental compliance for the project jointly with USAID.

Based on the approved IEE from USAID, the consultant will prepare the activity’s environmental risk mitigation and monitoring plan. The plan should describe how the IEE conditions pertaining to the project activities will be implemented and how to monitor the implementation of the conditions and their effectiveness.

In developing the plan, the consultant will be guided by among other things:

  • USAID Code of Federal Regulations and specifically 22 CFR 216
  • Mandatory provisions of USAID’s Automated Directives System (ADS) and especially and not only ADS 201.3.12.2.b and 204
  • Kenya’s Environmental Management and Coordination Act 1999
  • Kenya’s environmental policies, regulations, protocols and guidelines
  • National health care waste management policies and guidelines for medical and ICT waste.

 Specific Deliverables

  • A report on the Initial Environmental Examination (IEE) status for the project
  • An environmental mitigation and monitoring plan for the project

Requirements

The lead consultant should possess the following minimum qualifications:

  • A Post Graduate Degree in Environmental Health, Public Health, Social Sciences or equivalent
  • Experience in environmental management of donor funded health programs especially TB, HIV and AIDS in Kenya and/or Africa; preferably USAID funded program(s)/project(s)
  • A demonstrated knowledge and hands on experience in health environmental studies and management.
  • Experience in program/project reviews will be an added advantage.

The consultancy will be for a period not exceeding 21 working days.

Technical and financial proposals should reach the under signed not later than April 10, 2014.
